At the conclusion of the North Atlantic Treaty Organisation (NATO) summit in Bucharest (the capital of Romania) on April 2-4, NATO offered membership to Croatia and Albania while declining to promise eventual membership to the former Soviet republics of Georgia and Ukraine.
