US President Bill Clinton, Israeli Prime Minister Ehud Barak and Palestinian President Yassir Arafat held a round of talks in Oslo (the capital of Norway) on Nov. 2. The three leaders met at a ceremony to mark the fourth anniversary of the assassination of Israeli Prime Minister Itzhak Rabin [see p. 40845]. It was reported that the three discussed the possibility of convening a special Camp David-style summit to ensure that an interim “final status” agreement was reached by a target date of February 2000. (Under the terms of the September Sharm al-Sheikh agreementsee pp. 4317274a full “final status” agreement had to be reached by Sept. 13, 2000.)
Clinton said that the meeting had “revitalised the peace process” and that the chances for peace had “increased dramatically”. On the question of a summit meeting, he said ...
