Israeli and Syrian delegations held talks in Shepherdstown, West Virginia, USA, on Jan. 310. Peace negotiations between the two sides had resumed in December 1999 [see pp. 4333536]. The two delegations were led by Israeli Prime Minister Ehud Barak and Syrian Foreign Minister Farouk al- Shara. No concrete agreement resulted from the talks, although after a period of procedural wrangling both sides reportedly accepted a US "working paper", which defined areas of agreement and differences between them.
US President Bill Clinton was actively involved in the negotiations, visiting Shepherdstown on five separate occasions. On Jan. 4 the President hinted that he would work closely with Congress (the US legislature) to help pay the cost of an Israeli security package which, it was envisaged, would be a part of any future agreement. Israel was reportedly seeking at least US$17,000 million in funds to purchase Apache helicopters, Tomahawk cruise missiles and a ground station to gather ...
