Violence between Palestinians and Israelis escalated to unprecedented proportions during March. Palestinian militants carried out frequent suicide bomb attacks on Israeli civilian and military targets and Israel responded by launching heavy military strikes on Palestinian targets, killing large numbers of people and causing widespread destruction. Despite US diplomatic intervention, the two sides failed to agree on the terms of a ceasefire and the month ended with Israeli forces laying siege to the beleaguered Palestinian leader, Yassir Arafat, in his Ramallah compound.
The month began with Israeli forces continuing their occupation of two large Palestinian refugee camps in the West Bank, the Balata camp near Nablusa Fatah strongholdand the Jenin camp [for invasion and occupation of camps in late February see p. 44645].
